Municipal Police & E-Tickets

Electronic Traffic Ticket System for the Municipal Police

It replaces the paper ticket booklet: the ticket officer issues the ticket on the phone and prints it in the street, with one hand and even without signal, and the municipality follows it until it is paid, referred to court or cancelled.

Why replace the paper booklet?

A ticket is a legal document that can end up in court, and writing it by hand leaves many gaps.

  • Missing or wrong information
  • Tickets that are hard to read
  • Pages that get lost or torn
  • No real-time view of what was issued, paid or overdue

Three parts working together

The ticket officer in the street, the staff at the municipality, the citizen on their phone: each with their own screens, and only what concerns them.

  • In the street

    The ticket officer app

On approved Android phones locked to the app, with a portable Bluetooth thermal printer.

    • Plate read by the camera or typed in
    • Violation chosen from favourites or by searching the full official list
    • Issue and print, then record how the ticket was delivered
    • Login with a personal 8-digit code for each ticket officer
    • Vehicle colour and make in two taps
    • Today's tickets at hand, with reprinting
  • At the municipality

    The Dashboard

For the account Admin and staff, in a browser on the office computer.

Police section atapp.baladiya360.com (opens another site)

    • Every ticket as soon as it arrives, with search, filters and a printed A4 report
    • Payments recorded with the receipt number; a mistaken ticket cancelled with a written reason
    • Payment periods and automatic referral to court followed up
    • Ticket officers' routes on a map
    • Ticket officers, staff, permissions, phones and favourites managed
    • A complete log of who did what, and when
  • For citizens

    The citizen portal

A public page at citizens.baladiya360.com (opens another site), no account needed.

    • Scan the QR code printed on the ticket, or enter the ticket number and plate digits
    • The amount due today and the last day to pay
    • Where to pay and the municipality's phone number
    • No names, no phone numbers, no photos
    • Status: unpaid, paid, referred to court, cancelled

A ticket in about seven taps

Designed to take less than a minute, with one hand, in bright sun or at night.

Date and time, location, ticket officer and phone are recorded automatically.

  1. 1. Plate

Read by the camera and confirmed, or typed on a large keypad.

  2. 2. Violation

From the favourites (up to 12 violations) or by searching words or the article number.

  3. 3. Vehicle

Colour, then make, one tap each.

  4. 4. Issue and print

The ticket gets its official number, is signed and printed on the portable printer.

  5. 5. Delivery

Handed to the violator, affixed to the vehicle, or not delivered.

Details that make the difference

Numbers that never repeat

The phone gives the ticket its official number at the moment of issue, even offline. The counter never restarts, so no number is ever used twice, and every gap in the numbering is explained on the Dashboard.

Example of the number format

ABC-012-00123

ABC
Municipality code, 3 letters
012
Ticket officer number, 3 digits
00123
The ticket officer's counter, 5 digits

Routes on a map

A location point every 5 minutes, from login to logout only. The ticket officer's route is drawn in a colour that goes from light to dark as time passes, with the tickets where they were issued, numbered in order. Periods when tracking stopped or the phone had no connection are clearly shown.

  • Signed, never edited

The phone signs every ticket with a key in its security chip that cannot be copied, so it is certain which phone issued it. The ticket is frozen at issue and can never be edited afterwards.

  • Works offline

Issue, print and review today's tickets without internet. Tickets, photos and location points are stored encrypted on the phone and uploaded automatically when the connection returns.

  • Portable printer

The ticket is printed on a portable Bluetooth thermal printer: the municipality's logo, the violation and its article, the fine according to when it is paid, where to pay and the municipality's phone number, and a QR code that opens the citizen portal. Every print after delivery is marked as a copy.

  • Figures and reports

The Dashboard's home page shows what was collected this month, what is collectible now, the number of tickets, the share paid, the most frequent violations and the tickets per ticket officer. The filtered ticket list prints as an A4 report.

  • Payment periods and referral

The period starts on the ticket's date: one fine for days 1 to 15, another for days 16 to 30. An unpaid ticket is referred to court automatically at the end of day 30, and immediately for fifth-category violations.

  • Approved phones only

The municipality requests the activation of each phone from the Dashboard, and we approve it before it can work. A lost phone can be stopped at once.

  • The official list of violations

Violations come from the tables of Traffic Law No. 243/2012 and are never typed as free text. Each ticket keeps the violation's text, article and category as they were on the day it was issued.

  • A log of every action

Logins, payments, cancellations, prints, route views and more, with who did them and when, in a log that can be neither edited nor deleted.

What municipalities and their unions gain

For the municipality

Every ticket on record, every amount followed up, and every action traced to who did it and when.

  • Clearer collection

What is collectible now, what was collected this month and the deadlines coming up, on one page.

  • Field work on record

The municipality knows what was issued, when, where and by whom, and who was on duty.

  • Sounder tickets

A readable ticket, with a violation from the official list, a calculated amount, and photos when needed.

  • Informed citizens

The violator sees the amount due and the last day to pay on their phone, without having to call the municipality.

For unions of municipalities

A shared foundation for member municipalities, while each municipality's data remains its own.

  • One set of rules

The printed ticket, the citizen lookup page and the payment periods are the same in every member municipality, which makes training and sharing experience easier.

  • Each municipality's data kept apart

Each municipality's data is separated from the others in the database itself, not only on screen, so no municipality can see another's tickets.

  • Join step by step

A new municipality is added with no change to the software, so you can start with one or two municipalities and grow from there.

  • Modules that grow with you

The coming modules, from waste fee collection to finance and accounting, are built within the same system and on the same foundations.

What the system does not do, on purpose

  • It collects no money and sends no payment links: payment is made at the municipality.

  • It does not connect to vehicle or driver registries.

  • Its role ends when a ticket is referred to court.

  • It never asks the violator for an address or ID number.

How a municipality starts

  1. 1. Contact

We learn about your municipality and how many ticket officers and staff you have.

  2. 2. The municipality's account

We create the municipality's account and its account Admin, and set the maximum number of ticket officers and staff.

  3. 3. Equipment

The municipality obtains phones, printers and paper from our approved list, and they remain its property.

  4. 4. Set-up

The account Admin adds ticket officers and staff, sets the favourite violations, the payment place, the municipality's phone and logo, and requests the phones' activation.

  5. 5. First ticket

We approve each phone; its activation reaches it by itself or by scanning a code shown on the Dashboard, and ticket officers start work.
